Get 70 points and more! Highly skilled foreign professional will be given preferential immigration treatment in Japan

Details of the preferential treatment:
1. Permission for multiple purposes of activities
2. Grant of the “five years” period of stay
3. Easing of requirements for permanent residence
4. Preferential processing of entry and residence procedures
5. Permission for the spouse of the highly-skilled foreign professional to work
6. Permission for the parent(s) to accompany the highly-skilled foreign professional to Japan
    under certain conditions
7. Permission for a domestic worker to accompany the highly-skilled foreign professional to Japan
    under certain conditions


Processes and Required Application Documents
 1. Application process
    For (i) foreign nationals who intend to enter Japan and (ii) foreign nationals who stay in Japan and need a certificate of eligibility

    For (i) foreign nationals stay in Japan and (ii) foreign nationals who stay in Japan as highly skilled professionals and seek to extend the period of stay

Application process for issuance of a certificate of eligibility
STEP1: Submission of an application to the Regional Immigration Bureau
The applicant must file an application for issuance of a certificate of eligibility(Note 1) for status of residence for which work is permitted.(Note 2)
Note 1: The application may be filed by a person representing the organization accepting the relevant foreign national.
Note 2: “Professor,” “Artist,” “Religious Activities,” “Journalist,” “Investor/Business Manager,” “Legal/Accounting Services,” “Medical Services,” “Researcher,” “Instructor,” “Engineer,” “Specialist in Humanities/International Services,” “Intra-company Transferee,” “Entertainer,” “Skilled Labor,” and “Designated Activities (limited to so-called designated research activities and information processing activities).”
The applicant must submit a point calculation form pertaining to the activities he/she intends to engage in and documentary evidence of the points and apply for recognition as a highly skilled foreign professional.
 
STEP 2: Examination by the Regional Immigration Bureau (1)
Examination of compliance with the conditions for landing set forth in Article 7, paragraph (1), item (ii) of the Immigration Control and Refugee Recognition Act (“Immigration Control Act”)
(Examination of the ordinary statuses of residence)
Confirmation of the applicability of the status of residence and compliance with the conditions for landing
Denial of the applicability of the status of residence or lack of compliance with the conditions for landing
Proceed to examination of the applicability of highly skilled foreign professional status
A certificate is not issued.
 
STEP 3: Examination by the Regional Immigration Bureau (2)
Examination of the applicability of highly skilled foreign professional status (calculation of points)
70 or more points
Fewer than 70 points
A certificate of eligibility for the status of residence applied for in STEP 1 is issued.
The applicant may enter Japan with said status of residence.
 
STEP 4: Recognition as a highly skilled foreign professional and issuance of a certificate of eligibility
Examination of compliance with the conditions for landing has already been completed with regard to this application. Therefore, the foreign national can smoothly acquire a visa and permission for landing by presenting the certificate of eligibility when filing an application for a visa at a diplomatic mission abroad, or by presenting the certificate and visa at the time of the landing examination at a seaport or airport in Japan.
